The arrest Saturday comes on the heels of an incident March 11 in which an intruder carrying a backpack with mace and a letter for the President jumped the White House fence and was able to stay on the grounds for more than 15 minutes.

The intrusion was the latest in a series of breaches at the White House in recent years. The agency also announced a plan to raise the height of the fence to 11 feet by 2018.
