Tropical storm watch issued for upper Texas Coast

Much like Cindy, there were watches and warnings in place before Bret was named.

It said that the maximum sustained winds are near 45 miles per hour with higher gusts.

Tropical Storm Bret was expected to dump heavy rain over Venezuela's east coast and the southeastern Caribbean late Monday as it moved west across the region, forecasters said. The threat for flash flooding appears to be very low.

The Tropical Storm Warning has been extended eastward to the Alabama-Florida border, including Lake Pontchartrain and the New Orleans Metropolitan area.

German minister sees hope of 'soft' Brexit, with conditions
Davis said he was looking for a "positive and constructive tone" to deal with the myriad issues dividing both sides. We're still pretty much in the dark about what that deal might look like.

The winds were shearing the storm by causing some of the low-level circulation to be centered southwest, relative to the upper level part of the storm through Tuesday afternoon.

Cindy formed Tuesday from a system that had been developing in the Gulf.

The Louisiana National Guard dispatched high water vehicles and helicopters into flood-prone areas. Systems can develop close to coasts and in some instances bring tropical storm conditions before the physical characteristics of a tropical storm has been met. Street flooding is expected, and some homes may be vulnerable as well.

City and county governments on Mississippi's coast are handing out sandbags. He says he will shut off power to campsites and tie up picnic tables.

MSCI Could Usher China Markets Into the Big Time
Investors on the wrong side of the market swing may have to consider what may be in store over the next few months. President Mauricio Macri lifted capital controls since taking office in December 2015, but MSCI wanted to wait.

Heavy rain and flooded roads are already slamming portions of Dauphin Island from a tropical disturbance in the Gulf of Mexico.

The storm packed winds of 60 miles (95 kilometers) per hour, and was moving towards the northwest at seven miles (11 kilometers) per hour. The cyclone had top sustained winds of 45 mph and was almost stationary for hours, but was expected to resume a crawl toward the northwest in coming hours. Beginning with the 2017 hurricane season, NWS offices will issue storm surge watches and warnings to highlight areas "that have a significant risk of life-threatening inundation from a tropical cyclone, subtropical cyclone, post-tropical cyclone, or a potential tropical cyclone". Three to five inches of rain is expected, with locally higher amounts of 10 inches possible in the stronger rainbands.

The center of Tropical Storm Cindy was located about 250 miles from the coast of Louisiana, with peak winds of 45 mph. However, residents all along the Gulf Coast are being urged not to focus on the exact track of the storm. This included Panama City Beach, Gulf Shores and Orange Beach, the report also said.

As of 10 a.m. Tuesday, Alabama is under a state of emergency declared by Gov. Kay Ivey due to a tropical system moving northward from the Gulf of Mexico.

Iran's Revolutionary Guard strikes Syria for Tehran attacks
Such an attack is rare in Syria's long-running civil war, in which Iran is backing embattled Syrian President Bashar Assad. Activists in Syria did not immediately have information about the Iranian-claimed strikes.

Because of Cindy's shape, the most heavy bands of rain are on the east side and they'll likely spin ashore over an area well outside the cone.
