Trump Administration open border allowing 15000 foreign workers

To qualify for the additional visas, petitioners must attest, under penalty of perjury, that their business is likely to suffer irreparable harm if it can not employ H-2B nonimmigrant workers during fiscal year (FY) 2017.

However, Secretary of Homeland Security, John Kelly disagrees. "We are going to continue to hit up Congress for more access to foreign workers because Americans want year-round jobs that come with benefits and we have a lot of seasonal business and need more access to labor".

Jane Nichols Bishop, who runs an agency in Mashpee, Massachusetts, that works to secure visas for local businesses, said earlier this month that the H2B program serves to fill temporary, often minimum-wage jobs that Americans don't apply for.

After some determined lobbying by the National Association of Landscape Professionals (NALP) and other proponents of the H-2B program, the Department of Homeland Security has authorized for 15,000 additional workers to be included in the 2017 cap. Most backstretch workers are hired for longer periods of time than seasonal workers sought by industries such as seafood processing and hospitality.

The DHS press release went on to say that it received enough visa applications in mid-March to fill out the year's quota.

In May, Congress delegated its authority to the Secretary to increase the number of temporary nonagricultural work visas available to United States employers through September 30.

Congress originally set the cap at 66,000 workers for the fiscal year ending September 30.

The programme is created to fill unskilled jobs that Americans do not want, but American companies need to fill in order to keep their business going.

But according to the DHS and the Department of Labor, Americans haven't been willing or qualified enough to perform the available work. With Mar-a-Lago President Trump's Florida resort looking to hire sixty-four workers under this program.

"This is yet another example of the administration and congress failing to keep the Trump campaign promise of putting American workers first", he told The Washington Post.

Though President Donald Trump has taken a hard line stance on immigration, legal and otherwise, Kelly said the decision to add visas was a "demonstration of the administration's commitment to supporting American businesses".

Daniel Costa, an immigration expert at the left-leaning Economic Policy Institute, said there is no real evidence of a nationwide labor shortage in the industries that rely on H-2B visas, although employers could be strapped in certain geographic areas.

Senior DHS officials said on a call with reporters that the move still satisfied Trump's "America First" agenda.
