North Korea could launch nuclear-capable missile by next year

The official clarified to CNN that while North Korea can now get a missile "off the ground", there are still a lot of undetermined variables about guidance, re-entry and the ability to hit a specific target. He opposes tougher sanctions because he believes they won't affect the North Korean leadership, said two senior Kremlin officials, who asked not to be identified discussing internal policy.

United States gave China a draft resolution weeks ago to impose greater sanctions on North Korea for its July 4 missile launch. Defense officials suggested that another ballistic missile test could come within a matter of days, according to Reuters.

North Korea may respond to South Korea's latest offer for inter-Korean talks with a possible missile launch following its test-firing of an intercontinental ballistic missile on July 4. Some defense analysts, however, disagree with the new assessment. USA officials believe the expected missile launch will be testing the "re-entry" of these missiles.

Rainy Pyongyang

North Korea has yet to present a durable re-entry vehicle or a miniaturized nuclear warhead.

Both countries on Friday reiterated calls for China to use its influence over North Korea to get the pariah state to abandon its missile program.

One possible stumbling block is whether the new resolution will refer to North Korea's test of an intercontinental ballistic missile.

China's military has been increasing the strength and number of its forces along its 880-mile border with North Korea as Pyongyang's military provocations cause the United States and its allies to think long and hard about military action against the rogue regime.

Ahead of the anniversary, U.S. officials warned that North Korean despot Kim Jong-un could be preparing a missile test to mark Victory Day. It is unclear how long it will take to field a strategic force, but the North is moving in that direction at an accelerated rate.

"Immediate interventions are needed to support affected farmers and prevent undesirable coping strategies for the most vulnerable, such as reducing daily food intakes", said Vincent Martin, FAO representative in China and North Korea in a statement. Jeffrey Lewis, a missile proliferation expert at the Middlebury Institute of International Studies at Monterey, said that early Iranian missiles were near exact copies of North Korean ones.

One was that wages are not rising quickly, reflecting the previous period of near-zero inflation and economic uncertainty. The Philly Fed said its index for current manufacturing activity in the region slumped to 19.5 in July from 27.6 in June.

"There is no question that the North Korea has moved further and faster with its effort to develop a reliable, nuclear-capable ICBM that can be built in quantity, but there are still doubts about whether it can cross that threshold in a year".
