Trump revised travel ban angers Venezuela

After considerable advance speculation, the president has issued a new travel restriction order to replace most of the highly controversial and much-litigated temporary order issued in January and revised in March.

Johnathan Smith, legal director of the advocacy group Muslim Advocates, also slammed the measure as the "same Muslim ban" and an attempt "to undermine our Constitution". The new order does not cover refugees, though a separate order involving them is likely imminent.

"The cases are removed from the oral argument calendar, pending further order of the Court", the justices wrote in an order issued Monday.

To limit confusion, valid visas would not be revoked as a result of the proclamation. Last week, Kim called Trump a "mentally deranged USA dotard" in response to Trump's threats to "totally destroy" the North. Trump later said Kim is "obviously a madman who doesn't mind starving or killing his people".

Most citizens of Chad, Libya and Yemen will be blocked from emigrating to or visiting the United States because the countries do not have the technical capability to identify and screen their travelers, and in many cases have terrorist networks in their countries, officials said.

The move arrives on the day, the main part of travel ban of President Trump, on which blocks the issuance of visas to citizens of countries, was due to expire. For example, while Iran remains on the list of countries with travel restrictions, student and exchange visas are an exception. The new proclamation also places travel restrictions on certain Venezuelan government officials and their families. Sudan is no longer included in the new list of countries, and Iraq was dropped during the second incarnation of the ban.

The order will be challenged in the federal courts very quickly, but the administration believes it has strengthened its case against the two most viable complaints about the original order.

Restrictions will not apply to those that already possess a valid USA visa the White House affirmed in its proclamation. For the newly added nations such as North Korea, Chad and Venezuela, the restrictions will be implemented starting 18 October. A mere tie to a US company or organization, such as a past relationship or a speaking invitation, might not be enough to qualify.

Refugees are not covered in this proclamation, and so an additional executive order and/or presidential proclamation on refugees is expected in the next few days.

Additionally, the nation's highest court has ordered parties to address whether the fact that Trump's ban on refugees from all countries expires on October 24 renders that aspect of the case moot. The new policy has updated with the addition of two countries with few Muslims and banned everyone from North Korea and Venezuela's some government officials.
