The government hailed the passing of the bill in Lok Sabha as "historic".

The main opposition Congress, however, will hold another round of talks with like-minded parties before finalising its strategy.

According to Opposition sources, BJP seems to be "isolated" on this bill except its allies SAD and Shiv Sena likely to come up its support, in the Upper House. It makes triple talaq punishable by three years in jail for the husband.

Meanwhile, Leader of Opposition in the Rajya Sabha Ghulam Nabi Azad has convened a meeting of the leaders of the Congress as well as other parties in his Parliament chamber on Tuesday, before the bill is taken up.

The bill says that instant triple talaq in any form - spoken, in writing or by electronic means such as email, SMS and WhatsApp - would be illegal and void.

This bill also gives power to the victim to approach a magistrate seeking "subsistence allowance" for herself and minor children in the case of instant triple talaq or talaq-e- biddat.A victim can also seek the custody of her minor children from the magistrate.

The parliamentary affairs minister said the government may table the bill in Rajya Sabha on Wednesday.

A meeting of the Business Advisory Committee of the Rajya Sabha ended without a consensus on the issue as the government was keen that the Muslim Women (Protection of Rights on Marriage) Bill, 2017 be adopted as passed last week by the Lok Sabha. While the bill was passed in Lok Sabha where the ruling BJP has a clear majority, it is unlikely to be passed in Rajya Sabha where the treasury benches lack the numbers.

It also wants some other changes in the bill, stating today that it would prefer a review of the proposed legislation by a parliamentary panel.

The Congress, which had made the demand before the bill was passed by the Lok Sabha by voice vote, had moved some amendments to the legislation but did not press for voting on those.

The MPs, sources said, pointed out that the bill is too short and it is not just the government that wants to protect Muslim women.
